Second attempt to elect Moldovan President fails Wednesday: Sore Losers block Communist Victors by virtual Procedural Coup d'etat, June 03, 2009

Repeated presidential election held on June the 3rd weren't successful. MPs of those three liberal parliamentary factions (LP, LDPM and OMA) didn't participate in election of Moldova President, since the oppositional leaders insisted that members of their factions should leave the sitting room before the electoral procedures start.

Two candidates were running in repeated presidential elections, both of them being proposed by PCRM: Moldovan ambassador in Moscow, Andrei Neguţă and acting Prime minister, Zinaida Greceanâi. 60 MPs of majority faction voted for the last candidate. Thus, Zinaida Greceanâi lacked one vote for becoming President of Moldova.

According to Art. 78 of Moldovan Constitution, if the new head of state is not elected within repeated presidential elections, the acting President shall dissolve the Parliament through a presidential decree and, by the same decree, establish the date for early parliamentary elections.

Vladimir Voronin, speaker of Parliament, earlier declared that as President in office, before signing the decree on dismissing the Parliament of 17th convocation, he will appoint a new Prime minister. "New composition of Government will be appointed regardless of situation concerning the presidential elections. Even if we will be forced to conduct early elections, the first thing we will do is to appoint a new composition of Cabinet of Ministers, because country needs governance", Voronin emphasised.
